Cogentia
A National Smart Infrastructure Data Strategy: barriers and opportunities

Australian governments will soon be exposed to unprecedented fiscal and environmental pressure building and managing new public infrastructure in response to a rapidly changing climate. By necessity, this infrastructure design and operation must be coordinated across precincts, cities and regions to reduce costs and environmental impacts. The complexity, scale and speed of these planning challenges dictate that agencies must be able to utilise all relevant datasets irrespective of their source and ownership. Today, this would be impossible due to the lack of data and interoperability standards and the absence of a legislative framework. As government responds to the impact of climate change on communities the emphasis will shift from individual assets to a built environment dominated by ubiquitous sensors, tags, meters and other embedded devices. These devices will communicate directly with other devices via dynamic and self organising communication links. Smart Infrastructure on this scale will exceed our capacity to directly interact with the data tsunami that will be generated. So data will be automatically collated, filtered, abstracted and modelled before planning experts interact with it. Our experience in built environment modelling shows that the adoption and sharing of data is much harder to achieve when a national framework is absent. This presentation will explore the barriers to producing a National Smart Infrastructure Data Strategy and the steps needed to overcome these obstacles.
